How to implement ustom php.ini and ioncube

My server (Centos 5 with WHM/Cpanel) is running PHP 5 in CGI mode. I need ioncube loader in one of the accounts which I am trying to implement via a custom php.ini file in the public_html directory.

But looks like custom php.ini is not taking effect.

Could anyone help me with this basically what do I need to do to allow account holder to implement custom php.ini.

/etc/init.d/apache2 restart

?

I restarted apache several times through WHM but not by the command.
